A $6.4 billion coal and rail project in the Galilee Basin in Central Queensland has been approved by the Federal Government.

Clive Palmer’s Waratah Coal will construct the coal mine and rail infrastructure as part of its ‘China First’ project near Alpha in Central West Queensland.

The project also involves the construction of a 453km rail line connecting the mine to the proposed Abbot Point coal terminal near Bowen.

Federal Environment Minister Greg Hunt approved the environmental impact statement for the project subject to 49 conditions that will ensure environment protection.

Waratah Coal Managing Direct Nui Harris said the project would create thousands of jobs and be an asset to the region, ABC reported.

“The reality is that the project will develop jobs, with a total of 6,000 jobs all up, seeing the mine link up with the rail and the port and it won’t be taking away with the local community it’ll be adding jobs to the local community,” Mr Harris said.

The proposed mine is expected to open in late 2016 or early 2017 and have a life of approximately 30 years

Last year saw Queensland suffer one of its worst years for safety on record, with a spike in the number of injuries.

The state’s coal mining industry was particularly hazardous with the Queensland commissioner for mine safety, Stewart bell stating “we have seen a disturbing rise in dangerous behaviour in underground coal mines”.

With this in mind the industry has launched a new program in an effort to halt this worrying trend.

RISKGATE is the largest health and safety project ever funded by the Australian Coal Association Research Program (ACARP).

The online information database has been specifically developed to capture and share knowledge across and between different coal mining companies about how to manage, treat, and control the risks associated with open cut and underground coal mining operations.

“The reason why RISKGATE was developed was that there was no coal industry body of knowledge available to assist individual mine sites in their aim of achieving best practice. RISKGATE is filling that knowledge void,” Centennial Coal spokesman and RISKGATE health and safety task group chair John Hempenstall said.

The first version of RISKGATE was officially released in December after “two years of solid work” project manager Philipp Kirsch told Australian Mining.

“The database we have developed is the most comprehensive in Australia. There has been input from Australia’s six largest coal companies and I am confident it will lead to fewer incidents,” Kirsch said.

The program aims to better equip personnel to handle risk within the sector.

“Australian coal companies focus significant resources in managing risk. With RISKGATE, you will have the ability to bring the industry’s current knowledge into the room when you do a risk assessment,” Tony Egan from Xstrata Coal said on behalf of ACARP

A 6.4 billion coal mine and a rail component of the proposed Galilee Coal Project (Northern Export Facility) in central Queensland has been approved by the State Government.

The Queensland Coordinator-General has approved the project following the evaluation of the environmental impact statement, however to proceed the project will also require Commonwealth assessment and approval.

The approved components of project involve the development of a new coal mine and associated infrastructure located near Alpha in the Galilee Basin and a rail line between the mine and the Abbot Point State Development Area (APSDA).

It is projected that the mine will produce 40 million tonnes per annum (Mtpa) of thermal coal for export over an expected life of about 30 years through a combination of open cut and underground mining.

The project also has the potential to create 3,500 construction jobs and 2,300 operational jobs if it proceeds.

Deputy Premier and Minister for State Development, Infrastructure and Planning Jeff Seeney said the Coordinator-General’s decision finalised the State environmental assessment process and he called on the Commonwealth Government to work with the proponent to expedite their assessment process.

“This is a significant step in a long and rigorous process,” Mr Seeney said.

“It is another major infrastructure decision for development of the Galilee Basin and I very much hope that the Commonwealth does not now hold up its approval and delay another vital project for the Queensland economy.”

In its analysis of occupations set to grow over the next five years it has drillers, miners and shot firers at No.1 with a five-year growth rate of 27.7 per cent.

Incidentally, according to the DEEWR, ‘’shot firers assemble, position and detonate explosives to break or dislodge rock and soil or to demolish structures’’. Mining engineers come in a close second with a growth rate of 23.5 per cent. Medical practitioners also feature in the top 20, as do a lot of care-based workers such as registered nurses (20.5 per cent), carers of the aged and disabled (20.4 per cent), and social workers, health and welfare services managers and childcare staff – all on 16 per cent.

SkillsDMC is currently reviewing the Resources and Infrastructure Industry Training Package (RII09).  This is a win/win for the Shotfiring Industry as more instruction is published to stop shonky trainers.
